Building a SMART CITY requires focusing on the physical and technological layers of urban development. Two models could be identified as:
- Technological model: in the technological model, the digitization of administrations including the issuance of the requested digital certificates necessary to streamline procedures and shorten issuing times, always in safety also in time of health emergency
- Collaborative model.
