Building a SMART CITY requires focusing on the physical and technological layers of urban development. Two models could be identified as:

• Technological model
• Collaborative model:
  The collaborative model defines the city in its functions, making the citizen the main character on the territory, in daily collaborative actions and while using technologies to support a better quality life.
